Guangzhou's Nansha and Macao strengthen cooperation during 15th Five-Year Plan period

A seminar on Guangzhou Nansha's 15th Five-Year Plan was held in Macao on March 31, bringing together officials from Nansha alongside legislators, experts, and scholars from Macao. Discussions focused on digital technology, cross-border finance, regulatory alignment, trade with Portuguese-speaking countries, airport connectivity, and education.

As the first year of the 15th Five-Year Plan period, the seminar served as a key opportunity for Nansha and Macao to deepen cooperation and jointly advance the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

In December 2024, the Guangdong-Macao Portuguese-Speaking Countries Premium Food Supply Chain Center (粵澳葡語國家優(yōu)質食品供應鏈中心) was established in Nansha. According to Macao legislator Kevin Ho King Lun, the project transforms Nansha Port from a traditional loading hub into an integrated supply chain center offering customs clearance, trading, processing, distribution, bonded logistics, and transit services.

Lau Pun Lap, president of the Macau Economic Association, noted that the next step should focus on strengthening the project to establish it as a model for Guangdong–Macao cooperation in economic and trade ties with Portuguese-speaking countries, port logistics coordination, and industrial linkage, while integrating it with Macao's efforts to build an international air transport hub in the western Pearl River Delta.

Ho also introduced a proposed Guangdong–Macao automobile industry platform. Under the plan, Nansha would handle manufacturing and export logistics, while Macao would focus on offshore trade, cross-border settlement, supply chain finance, and market expansion.

Macao legislator Ip Sio Kai called for enhancing cross-border trade and investment facilitation. He suggested integrating the financial policies of Nansha and Hengqin to create a cross-border capital flow demonstration zone serving Belt and Road partner countries.

Other proposals included leveraging Macao's platform advantages to help Nansha expand digital trade and smart services into Portuguese and Spanish-speaking markets and introducing Hong Kong and Macao commercial arbitration systems to efficiently resolve cross-border trade disputes.

An official from Nansha stated that the district will continue to support Hong Kong and Macao in integrating into the national development strategy while collaborating with them to enhance international competitiveness, delivering tangible results through concrete actions.
